Can I specifiy any other page on the site to be the homepage instead of the standard homepage?

Not via the script's configuration. You need to define this in your server's configuration.
If you want to get started with your blog instead of the pixel front, you need to define your server's startpage to blog.php from the script. Otherwise, it will always be index.php.
